Lylia Khennache

Born in Montreal, Quebec, Lylia holds a Bachelor Degree in Economics and Politics from University of Montreal, and a Master Degree in International Administration. She then had an experience at the European and Foreign Affairs Ministry of France under the Water Advisor of the Environment Division where her passion of water got discovered. Followed other experiences in the field of water management, one to the World Water Council in Marseille to work on the launch of the Africa programme and then, to the International Secretary for Water as a Project Officer on two projects, one of local communities empowerment and the other one on decentralized funding projects in Africa and Eastern Asia.  Lylia is very interested to look at the applicability of the water management frameworks on shared waters and how those frameworks can be adjusted to take into account the power dynamics among countries sharing a same watershed. Her thesis project is on "The integration of power dynamics in water management frameworks to improve large scale institutional arrangements' legitimacy: A case study of the Eastern Nile Basin".   

Research interests

Lylia's current research interests are based on one year and a half of work experiences in water-related NGOs after her Master degree, she witnessed major problems of implementation of integrated water resources management frameworks, particularly in developing countries, although theoretically those frameworks looked well intended and implementable. Lylia has always been captivated by population movements issues as demonstrated through a research  accomplished in 2007 with IDRC on "Algerian Brain in the developed countries". In her future work, she aims to develop more research on the correlation between population movements and water concerns and pursue her research on the integration of power dynamics among riparian countries to engage in cooperation over a mutual environmental concern.
